Human resources and employment
The main objective of Operational Programme Human Resources and Employment is to reduce unemployment through active policies on the labour market, professional education, the integration of socially disadvantaged people back into society, quality improvements in public administration and international cooperation in the above stated areas.
The programme is defined by 5 thematic priorities:
- PRIORITY 1: Adaptability
- PRIORITY2: Active policies on labour market
- PRIORITY 3: Social integration and equal opportunities
- PRIORITY 4: Public administration and service
- PRIORITY 5: International cooperation
Regional development
Within the Convergence Objective, a total of 7 Regional Operational Programmes (ROP), determined for the entire Czech Republic, with the exception of the Capital City of Prague, have been prepared for the 2007-2013 period.
The regional operational programmes cover several thematic areas with the aim of increasing regions competitiveness, acceleration their development and increasing attractiveness of regions for investors. Every ROP is controlled separately by a regional council (RC) of an appropriate cohesion region.
Enterprise and innovation
The Operational Programme Enterprise and Innovation is focused on supporting the development of the corporate environment and the transfer of research to business. It supports the establishment of new businesses and the development of existing firms. It improves their innovative potential, their exploitation of modern technologies and their use of renewable energy resources. It enables the improvement of the infrastructure and services for business and helps to establish cooperation between companies and research institutions.
The programme is defined by 6 thematic priorities:

- PRIORITY 3: Effective energy
- PRIORITY 4: Innovation
- PRIORITY 5: Business and innovations environment
- PRIORITY 6: Services for business development
Education and Competitiveness
The Operational Programme Education for Competitiveness is focused on quality improvements in, and modernisation of, systems for basic, tertiary and further education, their interconnection with comprehensive lifelong learning systems and conditions for improvements in research and development.
The programme is defined by 3 thematic priorities:
- PRIORITY 1: Basic education
- PRIORITY 2: Tertiary education, research and development
- PRIORITY 3: Further education
Research and development
The Operational Programme Research and Development for Innovations is focused on strengthening the research, development and innovative potential of the CR, in particular through universities, research institutions and their cooperation with the private sector. It supports the purchase of new equipment for research workplaces, purchase of modern technologies, construction of new research laboratories and the capacity enlargement of tertiary education.
The programme is defined by 3 thematic priorities:
- PRIORITY 1: Improvements in research and development capacity
- PRIORITY 2: Capacity development for public and private sector cooperation in research and development
- PRIORITY 3: Developing university capacity for tertiary education
Environment
The Operational Programme Environment is focused on improvements to the quality of the environment and public health. It supports improvements in the atmosphere, water and soil, supports solutions for waste handling and industrial pollution, support for maintaining the landscape and the exploitation of renewable energy resources, as well as developing the infrastructure for environmental education.
The programme is defined by 7 thematic priorities:
- PRIORITY 1: Improvements in water utilisation infrastructure and reduction of flood risks
- PRIORITY 2: Improvements in quality of atmosphere and emissions reduction
- PRIORITY 3: Exploitation of sustainable energy resources
- PRIORITY 4: Improvements in waste handling and clearing old environmental pollution
- PRIORITY 5: Reducing industrial pollution and risks to the environment
- PRIORITY 6: Improvements in natural surroundings and landscape
- PRIORITY 7: Development of infrastructure for environmental education, consultancy and enlightenment
Transport
The Operational Programme Transport is focused on improving the infrastructure and the integration of road, rail and river transportation within the so-called Trans-European Network for Transportation (TEN-T). It is an infrastructure of nationwide importance, i.e. road infrastructure - motorways, highways and byways. This programme also supports the development and modernisation of the Prague Metro.
The programme is defined by 7 thematic priorities:
- PRIORITY 1: Modernisation of the railway network within TEN-T
- PRIORITY 2: Construction and modernisation of motorway and highway networks within TEN-T
- PRIORITY 3: Modernisation of the railway network outside TEN-T
- PRIORITY 4: Modernisation of highways outside TEN-T
- PRIORITY 5: Modernisation and development of Prague Metro and road traffic control systems in Prague
- PRIORITY 6: Support for multi-modal freight transportation and development of inland river transportation
